You should probably look at what type of backup was used for the restore procedure. Was it an incremental tape or was the full backup tape used. Both types of backup tapes should have been used if in fact you are doing those classes of backups. That is my first thought without having more information. If the files were in truth there in the storage area then they should be on the tapes if the right ones are used for restoration. Hope this helps.
