I was the disaster recovery manager in my previous organization for 7 years and I know how difficult it can be. What you need to do is to get them to fully understand what they are going to risk if they do not support your disaster recovery recommendation. You must put sufficient justification from the business/company's perspective and not merely from IT perspective. It is quite difficult to suggest a common method but try to understand the management style and organize your proposal that suits their style. Who should be the sponsor? Get someone as high of the management as possible.
