Mary, in most cases, the purpose and responsibility of the DR Team is to coordinate all activities during the recovery period. The general areas of responsibility may include implementing administrative controls and communicating the recovery status with senior management. Other responsibilities may include:

Disaster declaration
Documentation of recovery activities
Plan execution
Staff assignments
Activation of recovery teams
Communication with system users
Financial and policy decisions
Vendor interface

Depending on the size of your company, you might also want to consider involving other departments with representatives on a permanent or as needed basis:

Security/Facilities
Data processing and operations
Telecommunications/Networks
Data entry
Data security
System and application programming
Production control and support
Customer service
Auditing
Real Estate
Finance
Administration and contracts
