ABOUT DECONTAMINATION

At hazardous materials or terrorist incidents, emergency responders as well as
civilians and equipment may come in contact with contaminants. Employees may
also encounter hazardous substances in the course of their work. When
contamination does occur, emergency action must be taken to make victims,
personnel, equipment and the environment as safe as possible by the removal or
isolation of hazardous materials. This process is called decontamination.
Decontamination is important not only to protect victims and response personnel,
but also to prevent transfer of contaminants to clean areas. OSHA’s HAZWOPER
standard requires decontamination training at sites where the potential for
exposure to hazardous substances exists.

ABOUT THE PROGRAM

"Decon Team" provides Technician and Operations level training for emergency
response personnel and for remediation workers who may be assigned to carry out
decontamination activities. The program tells how to select and set up the
decontamination area and describes the duties of the Decon Unit Leader. It also
illustrates the most current decontamination methods, telling how to select a
compatible method for the particular situation. The program discusses the
variables that contribute to the severity of contamination and tells what steps to
take to minimize exposure. It tells how to detect contamination and stresses the
importance of pre-planning in order to determine what materials and equipment
should be available in the event of an emergency.

The basic stations of the decontamination process are explained. The program
also covers decontamination of victims to prevent secondary contamination of EMS
personnel, ambulances and hospitals. "Decon Team" tells how to control runoff
from the decontamination process, how to handle contaminated waste resulting
from decon activities, and how to check the effectiveness of decon operations. 29
minutes.

A Leader's Guide is included with the video. This Guide includes testing materials
and outlines a complete training seminar on decontamination.

ABOUT THE TECHNICAL COMMITTEE

FRANK DOCIMO , President of Docimo & Associates, a consulting firm that
specializes in training emergency responders in counterterrorism, EMS and
hazmat issues. He is Co-Chair of Connecticut's Hazardous Materials Awareness
Committee

REM GAADE, Gaade & Associates, Toronto, Ontario, Former Chief of Hazardous
Materials and Special Operations, Fire Fighting Division of the Toronto Fire
Department. Rem has over 35 years of fire service experience.

ZACHARY GOLDFARB, BS, CEM, EMT-P, Principal of Incident Management
Solutions, Inc. and former Deputy Chief, EMS Operations, FDNY. He developed
JACHO-compliant emergency management plans and implemented the Hospital
Emergency Incident Command System. He is a consultant member of the federal
Domestic Preparedness Training Team.

PAUL PENN, Vice President, Environmental Hazards Management Institute. Paul
has thirty years in emergency, environmental, and health & safety issues, and
currently is involved in hazmat emergency response programs for hospitals.
Previously he was EHS Manager at Kaiser Permanente Sacramento Medical
Center.

GREG NOLL, Senior Partner in the hazardous materials consulting firm Hildebrand
& Noll Associates and a member of NFPA’s Committee on Hazardous Materials
Response. Greg is co-author of the widely circulated text “Hazardous Materials:
Managing the Incident.”
