"When a crisis or disaster strikes people naturally become agitated and upset. Valuable
time
can be lost before we are able to think clearly enough to determine what to do and how to do
it. Depending on the size of the disaster, normal rescue and emergency services may not be
readily available. In the case of a large earthquake or other regional disaster authorities have
already forewarned us that it may be days before they can respond.
"If everyone in your group knows that critical information is located in the manual, they will go
to it for guidance when they need it. Unfortunately, we can never predict when disaster will
strike, so it is always unknown who will be there to direct and assist others. Simple
information like who to call to shut off the water can make a large difference on the extent of
injuries suffered or the amount of damage to the physical plant which is experienced.
"Everything required for your organization to plan, train, and implement is contained in these
documents. Coordination requirements with other organizations are indicated in detail.
However, it is imperative that real face-to-face planning with those other organizations take
place prior to such possible events in order to minimize almost certain confusion and
