A Governor’s Guide to Homeland Security 2010
A Governor’s Guide to Homeland Security is a comprehensive resource from the National Governors Association intended to guide governors in the critical task of providing homeland security and ensuring public safety the states.
Governors must be ready – from their first hours in office – to respond to the threats of terrorism and disasters and ensure the necessary mechanisms are in place to protect citizens, property and businesses. This can be a daunting task, as the threats individual states face are diverse and ever-changing.
The guide contains information on the four main components of homeland security as identified by the U.S. Department of Homeland Security: prepare, prevent, respond and recover. In particular, the report provides guidance in five critical areas:
- Coordinating the state’s homeland security and emergency management agencies;
- Defining the role and authority of the governor’s homeland security advisor;
- Coordinating emergency response plans with the current threat environment;
- Organizing the state fusion center and its intelligence products; and
- Developing a successful approach to the future of public safety communications.
