FEMA releases the first-ever National Preparedness Goal

FEMA released the first-ever National Preparedness Goal as part of the PPD-8 implementation (Presidential Policy Directive). PPD-8 describes the Nation’s approach to preparing for the threats and hazards that pose the greatest risk to the security of the United States.

The goal defines success as follows:

A secure and resilient nation with the capabilities required across the whole community to prevent, protect against, mitigate, respond to, and recover from the threats and hazards that pose the greatest risk.

The Government will achieve this goal by building upon five core capabilities:

  1. PREVENTION: Preventing, avoiding, or stopping a threatened or an actual act of terrorism.
  2. PROTECTION: Protecting our citizens, residents, visitors, and assets against the greatest threats and hazards in a manner that allows our interests, aspirations, and way of life to thrive.
  3. MITIGATION: Mitigating the loss of life and property by lessening the impact of future disasters.
  4. RESPONSE: Responding quickly to save lives, protect property and the environment, and meet basic human needs in the aftermath of a catastrophic incident.
  5. RECOVERY: Recovering through a focus on the timely restoration, strengthening, and revitalization of infrastructure, housing, and a sustainable economy, as well as the health, social, cultural, historic, and environmental fabric of communities affected by a catastrophic incident.

FEMA will now start work on a National Preparedness System Description; a series of National Frameworks and Federal Interagency Operational Plans; a National Preparedness Report; and finally, a Campaign to Build and Sustain Preparedness.
